  17. <p>     The U.S. Border Patrol thinks Operation Desert Storm may
  18. explain why the number of Latin Americans caught trying to
  19. cross the border from Mexico declined dramatically in late
  20. January. In Laredo and Del Rio, Texas, border arrests were down
  21. as much as 40%, compared with the same month a year ago.
  22. Arrests in Yuma, Ariz., decreased 30%. Immigration officials
  23. say Mexico is rife with rumors that the U.S. government is
  24. drafting illegal aliens and shipping them off to fight in the
  25. war. The prospect of combat hasn't deterred some Mexican
  26. nationals already living in the U.S., however, from trying to
  27. join the military. Army recruiters contend the aliens attempt
  28. to enlist, mistakenly believing they can obtain citizenship.
